Appearance: Red-haired male, tall and well-built for a fifteen-year-old boy. Analysis of pre-eruption pictures suggest that his physique improved after eruption. Eyes are hazel-green.
Known powers: McCline displays the ability to corrupt probability and to emit an electro-magnetic pulse (EMP); it is this last power that has gone a long way to make him
persona non-gratis. He shut down the machines in the ER, the ICU and NICU at John Hopkins Hospital, resulting in twelve deaths. He’s stronger than normal, but his attack on Marcus Terrance [see Incident Report, Hospital Eruption, 25MAR08] indicates that he’s capable of being far stronger for limited amounts of time.
Taint: McCline displays no aberrations, but tests indicate that his Taint levels are borderline.
History: McCline erupted in the hospital where his mother worked on March 22, 2008. McCline was volunteering in the hospital, as he has done for the past six months. A victim of gang warfare was brought into the ER and pulled a gun on Dr. McCline, terrifying her son. The resulting wave of quantum energies shut down three floors of the hospital, including the ER, the ICU and the NICU. There were twelve deaths, seven of them infants; over fifty patients may suffer long-lasting repercussions.
Status: McCline will be retained at a Rashoud Facility for at least the required two weeks. Charges will not be pressed for the hospital incident, but the staff have been instructed to keep an eye on the young man and pay close attention to reports of verbal harassment and threats stemming from that incident.
More pressing is the question of what happens to him after he’s released. His mother died at the hospital, his father is ‘Unknown’ and there appears to be no next-of-kin. The Maryland Department of Human Resources will need to be contacted, but given the circumstances surrounding his eruption, they’re unlikely to want him in the foster care system.
It’s this agent’s recommendation to keep him until after his sixteenth birthday and then help him gain Emancipated Youth Status. Some surreptitious digging into his mother’s finances shows that she was in debt to the American dream. He’d have to sell the house, but he should be able to get by once he’s settled some of her bills. He might need some help, as he’s too young to work the kind of jobs normally available to novas. The MDHR should be able to keep an eye on him, though I suspect he’s going to have enough donors, baby-killing aside. Utopia should keep close tabs on him – he’s in a prime place for recruitment by undesirables, and some prevention now may save us problems later.
