About Donnighal, I don't really see telepathy out of theme for him. For the original Divis perhaps, but this verison has so far led a very different life than the original for over a decade now. Also, watcher tech runs off quantum and is commanded via telepathy. Ie, Lorean runs on telepathy, thus Cody integrating with her as well as he does. Since we brought him into the fold, Michael has been working closely with Lorean for more than a decade and has developed telepathy to ease his work with her as well as to assist with our 'adjusting' of politicians and problem individuals. My understanding of the original from the Adventure! setting is that he is very much a brainiac, and a big part of his original problem is that his mega int made him feel isolated and superior. With you guys around he doesn't have that handicap, but he does have the advantage of working closely with two telepaths hence it being a natural step in his development.
Also, about theme. I do feel pretty strongly that players should stick to a theme in game, however, when there is justification for developing an out of theme power, I am ok with that. Any of you could pick up Telepathy and it would be justified. You've had a telepathic implant inside of you for more than a decade, that's pretty good reason to have developed it, that plus you know that watcher tech works off telepathy giving you some motivation for working on it. On the otherhand, some of you like say Omar, would be far less likely to have developed it since he doesn't exactly have much of a leaning in that direction to begin with all his powers being physical. Also, somethings would be right out of character, I can't see Steve taking bodymorph tentacles for any reason. As always though, I'm pretty flexible if you can give me a justification, but I always hold the ultimate right of refusal if something is way out there or would be game breaking.

The biggest problem Ulric has is that this is either a Secret Cabal, and should act like one, or its a open body and shouldn't rely on a 'secret' tribunal to do its dirty work.
After all, when it comes to tracking down people, we trample all over other people's rights because we know what's right. Now when a hard choice comes up, he feels that the group has stalled.
If the Team wants to stand for what is Morally Right, then so be it. Ulric will see, to the best of his ability, that the Morally Right thing is done.
Note, Secret Cabal's are rarely Morally Right.
