To the Honorable Members of the 105th Congress of the United States of America, National Securit Advisor Samuel (Sandy) R. Berger, Director Louis J. Free of the Federal Bureau of Investigation, Director George J. Tenet of Central Intelligence:


I am writing to you in response to the events that transpired outside the New York offices of Project Utopia on the eve of January 23rd, 1999. According to the media, there was a man with a rifle who posed an obvious threat to the people gathered there. The threat was spotted and dealt with by the nova named "Mr. Nashoba" aka Alexander Magus Nashoba (according to Project Utopia's files). What was not reported was that by the time Mr. Nashoba acted, two shots had already been fired.

The target of the failed assassin (whose identity is still unknown) was that of former F.B.I. agent and current Project Utopia member Damien Cole. Sources within Utopia have verified that Cole took both rounds to the chest. An exhaustive video review (included with this proposal) of the event confirms the impacts, as well as their effect on Cole. The rifle in question was a Ruger #1 firing a 300-grain Winchester .338 magnum cartridge - a rifle and bullet meant for hunting Elk at range. The effect of a hit on a human being, even wearing heavy body armor, would be devastating. The rifle was fitted with a Leupold 3.5-10 x 40mm Vari-X III Tactical Scope, which turned the hunting rifle into a highly effective sniper rifle. That first shot would have killed an ordinary man, regardless of where it his on the body, yet Cole merely looks uncomfortable in the video.

My last assignment as an agent during my 32-year career with the Federal Bureau of Investigation was on-site management and threat assessment of newly erupted novas. In this period I met a diverse group of people who erupted, notwithstanding former agents Priett and Cole, who both erupted during this period. Because of this, I can say that the eruption of a nova is independent of financial, moral, social, legal, and economic status. For all intents and purposes nova eruptions are completely random.

Hence, we have set foot upon the road to a serious crisis in this country. Regardless of the Zurich Accord, which states novas are a subspecies of human, novas have been raised as humans and are permanently imprinted with human behavioral patterns. This means that there will be, if there are not already, nova criminals, nova terrorists, and nova psychopaths (including nova serial killers). The damage potential of a single anti-social nova is enormous.

Project Utopia is aptly named. Utopian visions do not include criminal acts, murderous intent, random violence, intolerance, bigotry, perversion, envy, jealousy, rage, or a whole host of negative emotions and behaviors. However, the human makeup is a common host to all of these afflictions. It is clear to me that sometime in the near future, a nova will act on any or all of these behaviors. There is only one solution: anti-nova weaponry.

As it stands, if a nova were to commit a major crime, local and national police organizations would be woefully unprepared. Even the National Guard and other military units would not be as effective, seeing as they are used to dealing with tanks that are large and slow, not with a target that may be more powerful than a Howitzer, more heavily armored than a M-1 Abrams, and more agile than a Cobra attack helicopter. Gases and other chemical agents may or may not be effective depending on the makeup of the individual nova. The organization involved would have to rely instead on another nova, who may or may not be disposed to helping either side.

The simplest option is a man-portable device that hits with as much force as a tank shell or missile, but is precise enough to hit a human-sized target. Concepts for such devices range from high-power single-shot rifles with depleted-Uranium or other super-heavy element bullets to backpack powered railguns, to vehicle-mounted high-energy chemical lasers. These are a sample of the possibilities for dealing with novas, however none of these devices is even in the prototype stage.

After I retired from the F.B.I. I joined Holtzmann Industries, a defense subcontractor, as a consultant on nova tactics, threats, and anti-nova weaponry. Although Hotzmann Industries has made substantial progress in the realm of anti-nova weapons, it has become clear to us that these projects cannot continue without support from the government.

It is this current standstill in research combined with the knowledge that time is running out before we see the first major nova criminal act that has prompted me to send this proposal to Congress. Weapons and tactics capable of dealing with novas are needed now, before we wind up in a fight we cannot win.

It is also my proposal to create a Congressional sub-committee to the Armed Services committee to oversee the progression of nova-capable arms and defenses as well as analyze the current state of nova threats and/or the possible use of novas in a military situation.
