Information about Okazaki is few and far between, and he doesn't seem prone to public appearances or press conferences. He was an accomplished biochemist and geneticist, and has quite a few articles published in various prestigious scientific magazines, although it was always rumored that he used less than legal, and definitely less than moral experimentation methods. After eruption he has joined the Teragen and moved to Korea, where laws on experimentation have always been more lenient, and less enforced. He's obviously working on something, but nobody seems to know what it is.

About his powers: Only the Teragen would know anything much about Okazaki's power, although some could infer it from the name he has given himself. Mutagen can, indeed, cause mutations in the DNA of living beings. When he causes them in his own body, they are controlled, and he has stocked up with many interesting abilities by mutating his DNA or inserting code from various animals into his, the most noticeable of which are two extra arms that, like his normal pair, are much too long. When mutating something else's DNA, however, it is uncontrollable, creating a sistematic breakdown of genes, producing spontaneous cell death and cancer. It is unknown how lethal this would be against baselines or novas, as there have supposedly been no attempts on his part to kill anyone. He is currently trying to perfect his power, so that he can controllably manipulate other's genetic code, and so, perfect all living things.
